Regardless if and when it changes in all likelihood the devs will allow those that don't like it to turn it off since they try to keep as many people as happy as possible. Safe Zones can only be activated on station grids, and can only be built for large grids. You can set up a Safe Zone to prevent offline raiding damage when engineers play on a multiplayer server.
